Building Permit Application Process and Fee Schedule: Building Services Division

Effective Monday, February 25, 2008, the City of Columbus Building Services Division will implement a new building permit application process and Fee Schedule specifically designed to save our customers time and money, including:

  • New Customer Service Center hours: Monday through Friday, 9:00 am - 4:00 pm

  • New permitting database allows for quicker permit application submittal and fee payment in one easy step.

  • New, easy-to-use permit application forms - available online at: http://development.columbus.gov/PermitsRegistrationLicenses/index.asp 

  • Fee paid at application submittal will include: submittal and administrative costs, plan review and approval services, state surcharges and initial inspections.

  • Additional job site inspections charged separately on a 'per trip' basis.

  • Scheduling of inspections online.

  • Some permits issued over the counter.

  • Permits issued for roofs, window and siding replacements and decks (replaces Registration Certificates).

  • Mechanical, electric and plumbing permits issued over the counter or via fax with Signature-On-File-Transaction (SOFT) process.

The Building Services Division thanks you in advance for your patience in working with us through this transition. Our their intent is to revamp our permit application and issuance procedures to allow for a more user-friendly customer service experience.


Detailed Submission Procedures:  City of Columbus Digital Standards

In accordance with the previous Detailed Submission Procedures notification that was distributed on January 3, 2006, the City of Columbus will be fully implementing various city approval processes that shall commence to require the submission of digital information to supplement the existing paper submission requirements.  Failure to provide this digital information shall result in the rejection of the associated application, and/or other actions.

Supplemental Specification, CMSC Item 801: Department of Public Utilities

Effective May 1, 2007 all ductile iron pipe used for the construction of public water mains shall be wrapped with polyethylene encasement as per A.W.W.A. C-105. All work necessary to furnish and install the polyethylene encasement shall be included under Item 801 of the Construction and Material Specifications, City of Columbus, Ohio.

Plans given final approval prior to March 1, 2007 without this requirement noted on the Construction Drawings and/or the Supplemental Specifications of the Bid Document may be exempted.

Ohio Environmental Protection Agency Plan Submittal: Department of Public Utilities

The City of Columbus, Division of Power and Water (Water), has entered into an agreement with the Ohio Environmental Protection Agency (OEPA) that authorizes the Division of Power and Water (Water) to certify that water distribution system improvements comply with OEPA rules, regulations and standards. The agreement, dated June 1, 2006 requires all plans (including Drawer E, CC, Suburban, County and State) to be submitted to the OEPA.

Effective January 1, 2007 the following are required to be submitted to the Division of Power and Water (Water) for all plans, as required by section 6109.07 of the Ohio Revised Code:

  1. Review fee ($175.00) payable to "Treasurer, State of Ohio".

  2. Water Supply Data Sheet and Plan Approval Worksheet (2 copies).

  3. Applicable Project Summary Sheet for Self Certified Plan Review (2 copies).

  4. General Plan on engineering paper (4 full size copies).

  5. Technical specifications (2 copies); if applicable.

  6. Appropriate endorsements (Owner, P.E. plan preparer): as applicable.

  7. OEPA submittal letter.

  8. DOPW OEPA Self-Certification Annual Report Summary Form.

  9. CD of plan shall include both an AutoCAD file and TIFF file in accordance with current City of Columbus Digital Submissions Standards.

  10. Prepaid mailer or courier for transmittal to OEPA by the Division of Power and Water.

Construction of projects may not begin unit the OEPA approval letter has been received.
